No and even if they wanted to - I'm no expert, but I'm pretty sure it's gonna be hard to target a single country on the European continent with one of those things without any effect on others, also that would certainly cause world wars 3 4 5 and 6 and 'might' be the one thing that gets America to cut off Israel. Maybe. Ooooor US/Israel would go to war with the rest of Europe, fun times!
