Unless a service animal, or has a reason to be there, I don’t think it’s good etiquette. I have no issues with dogs, and other animals, in places which can accommodate them. However, malls have not been designed that way. Also, as someone with a sensitivity to animals in general, I’d rather not have irritated skin because someone decided to let their dog lick around the chairs.
I would not take a dog where I myself would not feel happy due to noise and crowd. Also dogs might not well behave due to circumstances of being crammed between people.
Personally, I don't think I much care as long as they are not chewing and/or peeing and/or crapping on anything or running around barking, the real problem is the owners, not the dogs - I absolutely do not trust most people to control their dogs in a thoughtful way, considerate of others
