Intelligence seems important, but I'm not sure it really is. Grace and astuteness seem more important. Some humility is important too. Not for myself, of course, but for...other people. Compassion is really important. Good looks are important.
Honesty and as others said empathy.

Compassion. People devoid of empathy should've be trusted to do anything involving people, especially in government.
Ability to make people laugh and empathy
Empathy and generosity are very important to me. As are strong moral convictions and courage.
