If a psycho killer said he would kill one innocent person every minute until you allowed him to saw your arm off, how many people would he have to kill before you agreed? And would it make any difference if everybody knew about your decision?

I don't negotiate with terrorists. People die every day because of my inactions, this situation wouldn't change that and I wouldn't even feel bad about it. At the very least, I would probably cooperate with the authorities.
