The company he works for is like FBI but for paranormal stuff. If you're familiar with SCP Foundation, it's basically that.
The danger level is how they can tell if the cognitohazard can still be contained. The water color changing is just level 1, but they were wrong cuz Chn is too far gone. Which means he already saw the actual Bodies in the water. He just forgot cuz the cognitohazard fucked with his memories.
