In-universe yes, he can talk. He can play any sort of sound effects and would probably talk in a text-to-speech voice ala robot jones because that's cute. I am just terrible at writing dialogue, and in the context of fetish art meant to appeal to people I find it more flexible and appealing to represent dialogue pictographically like I do rather than some block of text that leaves less to the imagination.

Are you into fart?
as I said in my last answer(which was pretty long so I don't blame anyone for not reading it) it's very rarely the focal point of an image for me but unless it's overtly disgusting in terms of artstyle or subject matter(I don't like "smell" related stuff) I generally don't find it to be repulsive, I might go so far as to call it a very occasional interest of mine, but nowhere near as frequently or as much as burps and other oral-based fascinations
tl;dr: I have a weak amount of "into it" but not 0.

not much of a question, but from the art you make, it feels somewhat odd that i haven't seen anything relating to farts (burp at most), if it's not your cup of tea, that is perfectly fine, but idk, it just feels like something i could see with that i would see a fat fetish artist doing
You're not wrong to compare the topics of fat fetish art and fart fetish elements, they're actually more adjacent then most people would think; both related directly to the digestive processes, at least, and burps are seen as far "lighter" of a thing despite similarity. I don't plan on drawing any fart fetish stuff but that could change one day I suppose, it's not a particularly massive interest of mine(I'm more of an oral-fixatory kind of person when it comes to fetishes) but it doesn't directly offend me if it's out of the way, I suppose. I don't like the smell component though and that's often emphasized in fart fetish material, which I think is where a degree of the distaste for it comes from- like I said, other than that I find it inoffensive. If you want an answer to your pseudo-question, I suppose you could consider a piece of two or art on that topic to be a faint but distinct possibility in the distant-ish future.

This is actually super hard, I love every single one of them. Sylveon is my favorite which is likely no surprise. After that, it goes: Sylveon > Vaporeon > Eeevee > Flareon > All of the others tied(And maybe, if I were forced to arrange them, umbreon > jolteon > umbreon > espeon > glaceon, but I love them still and it's very close). Vaporeon was the historic best before sylveon existed, which was LIKE 10 YEARS AGO.
