I think the reason that make TWST manga unable to introduce female perfect that traditionally "feminine" and "girly" because some players might feel jealous of her, yeah i know that's very lame but look what happened with 13 from obey me and many female characters that appeared in games/mangas ect with all-male cast
I can't say much about that since I never touched Ovey Me! and completely have no idea about its fandom's atmosphere. Though, there's a possibility your point is right.
About my hope for Scarabia/Ignihyde's Prefect, I believe Toboso-sensei can create a great female character. At least for me, I never had ill feelings towards any female character in Kuroshitsuji. If being traditionally feminine is too risky, then I hope they can make someone like Lizzy at least. Before the Book of Atlantic arc, everyone sees her as a weak feminine girl who can't do anything that a lot of people disliked her (I never though, I like sweet girls after all), but the table was turned around in that arc. That's what I'm hoping for the future Prefect.
Even if she doesn't turn out like everyone expect, I'll always defend her. My account is a safe space for any Prefect, especially the girls, whether it's from official or fan creation.
