Depends on what you mean by "perma-toyed". If you have a conscious or unconscious desire to be a toy, it will be very hard to then reverse the TF without significant psychological intervention.

If you mean perma toyed by force, then technically not, but it's also not hard to keep someone toy'd long enough. If the just keep getting used by others, the tf will be sustained
