Is it possible for neuvillette and other hydro users to be able to control the blood in people's body since It's technically water 🤔. I recently was watching avatar the last air bender and it got me thanking

I don't believe so, actually. Maybe Neuvillette, since we actually see him take control of water that wasn't made out of thin air.

But the thing is that the elements that Vision users conjure don't specifically come from the environment, but they manifest it through the elemental energy coursing through their own veins. Visions allow holders to wield and manipulate elements of their own design, which is how elemental infusions of their weapons and even the manipulation of their mass (like Ayaka's special sprint or Keqing's teleport ability, to name a couple of examples) work.

You'll notice how in the game itself, every playable character manipulates the elements by drawing elemental energy to themselves, rather than actual manipulation of the elements already present in their environment. You might be thinking "but what about the Anemo users using wind??" The same rule actually applies. If they're not gathering elemental energy to create Anemo reactions (like Jean's suction, Heizou's skill, and even Venti conjuring the wind tbh), there is some other source they use (Sucrose uses potions to enhance her mini-hypostasis construct, Xianyun uses adeptal arts and combined them with her gadgets) in order to conjure the elements for them to wield in battle.

Sorry, you were probably not expecting this sudden technical yapping about how elemental manipulation in Genshin works agsjdjdbdhd I guess I got a bit carried away in explaining why I don't think Visions quite work the same way bending does in ATLA.
