My idea around how Fenris's illegal activities work is very much inspired by historical stuff of the italian mafia in the US. They ran charities and were super active in local politics and activism. His whole thing is basically he takes over a lot of these activities whether its the drug trade or prostitution and regulates it and makes it safe partly because thats just good business. So sure people are getting addicted to drugs but no one is smoking weed laced with something else or accidentally ODing on something that wasn't what was advertised.

Not to mention he also helps fund local drug rehabs, homelessness assistance programs, etc. People are going to make their own decisions, good or bad, and if its going to happen it might as well be safe and sustainable and make him money which he can partially put towards supporting people making better decisions or just goin' through it.

Theres a small part of him that is trying to be kind and responsible and helpful. A bigger part of him thats just business oriented and it just makes sense to do it this way and a lot of his charity work just gives him a good reputation. So he's definitely not a complete altruist by any means

As far as stuff that Miorjah loves that is impacted by Fen's line of work? Not really! His charity work probably has more relevance to her interests especially funding things like sustainable living and local farms.
