What is something that would make Loken unbearably immeasurably smug for an entire day or more?

Something I've been wondering about; does [REDACTED] count as a full Ascendant now or does it still need the Algorithm and that's why he was so insistent in trying to take it by force from Alex? I've been assuming that upon gaining a proper vessel that's when Ascendancy occurs, but it doesn't look like he's quite at that level yet, otherwise he could have killed everyone whenever he wanted.
