When commissioning, what kinds of things do you like to consider first? The scenario/theme, or the character you want art of?

I definitely start with the character! I choose which character based on my mood though. Do I want something cute, or something lewder? <w<
After that I choose the theme, and I usually consider things the artist likes to draw.
