Honestly, and assuming I had a way to do this, I’d probably try and set up good healthcare and make it so it was actually more affordable to live everywhere (raising minimum wage, making sure there’s enough decent affordable housing for everyone, etc) and then hope that once everyone has their needs met, it would sort of… fix itself. It probably doesn’t work that way but it still feels like the most plausible solution.
