Hi! Your chosen pair has to include at least one Whitebeard Pirate and be involved in some way to make it a slash ship to qualify for the zine's theme, but whether that involvement is romantic (already established, getting together, etc) or non-romantic (friends with benefits, sexually charged rivals, etc) is entirely up to you.
