Could a soul in transition eventually choose or volunteer to stay as part of the welcoming committee at Mare Solatium, or is moving on the natural end point of every mortal soul that arrives there?
In theory it might be possible? The nature of the Liminal City is to give people what they needed but couldn't have, so if what a soul needed was that, then the "give someone what they should have had" function would probably take priority over the "move them on when they've had enough" function, since that "they've had enough" clause can't resolve. But as of the story, at least, that's not something that's ever happened.
