I was going to say 'probably not'. I think there's some validity to that. When you 'shake the box' with government you usually end up with worse results. Strongmen take the opportunity to restore "order" in exchange for unchecked power?

Though eventually government is downstream from culture. Principally, things will likely be remade in a very similar image to what existed before.

Given cataclysmic events there might be some philosophical shifts, but a lot of that is fixed from childhood. This is why some change takes such a long time in many cases ; the old ideas have to die out (with the people). When a church burns down people don't become Atheists.

The drift of the past few decades has been toward collectivism and away from individualism (☹). Unless something easily identified with that is very very clearly to blame, the pattern will probably persist.
