OMG YES LILIES QUESTIONS my favorite. i think toji does take her on dates, but it takes them a while into their relationship - and he doesn't necessarily call them dates, not at first? because she would get a little weird about them going on a 'date' the first couple times if he outright called it that. toji learns pretty quickly with toru that getting her to do just about anything is all about how you frame it/what you call it/etc. she's picky, and high maintenance, and he's just gotta roll with the punches on that.

BUT if toru knows she's going on a date date, she wants to look and feel pretty. spends the day getting her nails done, doing her hair up nice, and waffles through outfits like crazy. i just know shoko (who she's pulled into this whole ordeal via facetime) is tired of her ass by the time she finally picks something out - but she always makes sure to dress for whatever the date may be. i have this vivid image in my mind of toji taking her ice skating (for the first time in her life!!) and her in these deep deep red thermal leggings and a white fur coat with matching earmuffs :') she's so pretty OUGH it makes me sick.
