To play devil's advocate a little, here's why I think those characters that made you go ??? are in the Game Breaker page.

First thing first, tv tropes is gonna tv trope apparently, because man some things on that page seem really, really old. "Written back when the operator listed was brand new" old. Man...

Also, the page doesn't seem to take its name to heart and it isn't a "Breaks the Game" list as much "this operator is Good" list? Whatever.

Tequila - He was a freebie 5star Mlynar before Mlynar was Mlynar. Just because Mlynar does everything he does better doesn't mean he's bad.

Cutter and Blue Poison - Weird comparision to Exusiai aside (like what do her and BP even have in common besides both being in the same Sniper subclass... you know what forget it, bet this was written years ago and Exusiai was the best Good Sniper Is Good example that existed back then...), this seems like a "They are really damn good for the rarity they have" mention? "Disc One Nuke" is a trope on that website, after all.

Wanqing - This one is very easy: He's there because he's a flagbearer. No, really. Look at the list, they wrote a whole dedicated entry to the flagbearer vanguard subclass as a whole, and then proceeded to add every single existing flagbearer currently in the game into the list anyway too because... Because. Like even Saileach is there, and she's the Queen of Mid. The game could drop a flagbearer that has been purposely designed to be complete dogwater garbage tomorrow and whoever is editing that page is gonna list them anyways because flagbearer = good. The bias is real.

W - ...because she Limited, I guess? No wait, there's not actually that many Limited Operators on the list... Maybe just another possible example of Thing That Was Written Who Knows How Long Ago And Now Is Just Kinda There. I'm actually more confused as to why is Dusk there in the Caster section...
