It is almost universally agreed by Star Trek fans that Garak and Julian Bashir (from Star Trek: Deep Space Nine) are gay for each other. This was probably the idea behind the scenes at some point, but showrunner Rick Berman was vetoing all explicit gay representation to avoid controversy. (That guy sucks, by the way.)
