quoted from the avatar movie series, i see the phrase as another way to show respect, and love to close ones depending on the context
when you tell someone you love them, it may mean a lot, but when you love someone, it's possible to look past their flaws and not see who they really are, when you love someone, you paint a positive image of them, and of course you'll love that positive image of them
but when you say "i see you", you recognise that person's flaws and faults, you acknowledge them, with your eyes, and your heart, you see what they've experienced, and see the kind of person they are, you resonate with their past, their present, and the future they strive for
