I use Toon Boom Harmony and Adobe After Effects for compositing. Those aren’t cheap though, other options would be Procreate Dreams. I never tried but it looks robust and alot of senior animators are promoting it. For devices, I recommend any tablet. I prefer screenless tablets, otherwise I would have used my ipad more.
