how would you feel about being commissioned for a piece that could be free use? (like character art?)

I don't think I understand what free use means entirely so if it's okay please explain to me! Also feel free to send an email if you like so I understand the details a bit more
(commercial use I understand and personal use I also understand, but I don't really understand what free use means!)
