She doesn't really consider Juicy a "pet" as much as she does a partner/companion, especially given his level of self sufficiency and sentience. Scrimblo, her carbuncle, is the closest thing to a pet, but he doesn't require the same level of care as a pet, being that he doesn't need to eat, sleep, or go to the bathroom.
As far as "pets" go, Rory's not really one to keep creatures contained, any animals she takes care of would either be free roaming (feeding strays and giving them places to sleep in her garden, shelter, etc) or have elaborate habitats, like large natural style ponds for aquatic and amphibious life.
