As the breeding and rescue business grows it prolly becomes a more usual thing since it gets pretty crowded, it’s a way to help rehome previously neglected pokemon (rules for these are a bit more rigid to protect everyone) and also help new trainers meet their first partners! Aside from like having cute lil pokemon perfect for being pets and possibly trained to work or become service pokemon!
