Is shipping two characters that are both under 18 (not children, just 15-17) a proship?

Naw if they're around the same age, that's normal. I love itafushi, YutaMaki and NobaMaki. It'd be weird if you sexualized and put them in adult scenarios but appreciating the ship or finding it cute isn't bad.
