Is kahl empathic or are his emotions of sympathy only tied to people who he blindly falls for

His emptions of sympathy are only tied to people he cares about, yeah. When something sad happens to someone he doesn't like (or just doesn't care about) he just acknowledges it and not much else. He feels for kids or victims or circumstance, but unless it's someone he either cares about or fell blindly in love with, he doesn't really care. High levels of apathy.
