I'm assuming the uniforms are for missions and the scouts/staff can wear civilian clothes in the facilities?(As long as their emblem shows somewhere, yeah?)
The uniforms are also worn in the facility. On application you will be featuring your PC in the uniform but you are totally welcome to design an alternative outfit for them consisting of civilian clothing.
