Yes there is! Staff position allows you to organize events called 'classes' that can be interpreted by the player. You can organize combat classes, field trips or anything that would be educational under a staff member.

On the other hand while captains are a rank above scouts, they have a somewhat similar rank to the facility staff, although they still have to respond to the staff's authority in certain cases (mostly to do with seniority).
