Would time still go on if nothing in the universe is moving?

Interesting question. Kind of reminds me of that quote-question about everything happening at once, which is just bunk.
Let's simplify that question: Let's assume we have a bunch of particles as the only thing in this universe, and the relative motion of each is zero, but they still vibe somewhere in unison, would time still go on?

Seems perplexing, my guess is no for all intents and purposes, to the particles everything is in a standstill.
It's basically making time meaningless in this strange universe.
God outside meanwhile is laughing his ass off in a timely fashion.
