Do bad people (to be more precise: people who persistently do harmful things to others) deserve friends?

Depends on the person. Many of them are people who have not had the opportunity to educate themselves or have suffered trauma and perhaps with some therapy and support they can change their way of seeing the world. But on the other hand, we also know that there are people incapable of feeling empathy and thinking for others. And although some of these people are aware of their condition and try to act correctly even if they do not fully understand it because they do not feel it, it is also true that a significant part simply deliberately manipulates and harms the rest openly to achieve their goals. And I believe that THOSE people already cannot have "friends" because for them the rest of us are resources and tools, but even if that were the case, I believe that those people, for that very reason, should not only not have "friends", but not be in charge of anyone, since they will not care about anyone's well-being but their own and then what happens happens; we have global warming, wars, poverty, capitalism, media manipulation...
