It seems to mostly be random for those cards in particular. Anniversary 4* reruns usually happen around the game anniversary/half-anniversary, but for the pair hero cards if they do rerun them it’s usually in conjunction with main story update campaigns/etc. So it happens, but there’s no set schedule or anything from what I can see!
