For Ignia, it was a bit of both. Because of all the fun reasons, she realized how Thancred felts about Urianger before she realized her own feelings. So, it's definitely started as a 'he's one of our best friends and I wouldn't mind sharing with him like that.' Ignia thinks that Thancred deserves every bit of love there is. It takes a lot to get him to show that he cares after everything so she'd never begrudge anything he feels. She trusts Urianger, she knows that his feelings and intentions are true, even if he has to lie by the request of others.

She definitely felt a way realizing her own feelings and knowing that both she and Thancred had fallen in love with Urianger in their own time and way. But he had already been their partner in helping to raise Ryne and for Ignia, it was the trust that was the most important part to her.
