Do you think it's unfair for an official circuit trainer to use mythicals or legendaries?

Nah.

If that's the case, then it defeats the purpose of Pokemon battling and training. If you're both confident and skilled enough to catch, train, understand, and properly weaponize a high-level Pokemon to your benefit, then said skills and confidence should be properly put to the test in a league circuit: where all types of strategies, tactics, level differences, environments, and the like will be pitted against you. Badges represent those who overcame such trials, and the Pokemon League (i.e. the highest point of a trainer's journey) is only for the cream-of-the-crop - some of whom either have mons' who equal or even surpass legendaries and mythicals in power and/or experience or have the necessary methodology to overcome them.

At the end of the day, a Pokemon is still a Pokemon - regardless of their prominence; there's no such thing as a truly invincible Pokemon.
