How and why did the writing quality dip so low so fast? If this was their plan all along, how did they manage to make the first part so good and perfect?

Just happens sometimes... just look at TDP and LoK compared to their predecessor ATLA, some of the most solid writing of all time. It's impossible to know unless you were there. Sometimes all it take is one person leaving to completely throw off the balance.
