The most honest player in a capitalist economy is the beggar. However, it is also the least powerful player, with basically no bargaining power to gain money. On the other hand, the scammer is the least honest, but since there are some regulations in place, it isn't the most powerful player. Is capitalism an inherently dishonest system and therefore regulations are an inadequate solution?

There is a close connection between the physical state of a society, structure of health, wealth and income, nourishment, resources, general living conditions, and that societies structure of power and wealth. That is so obvious we tend to take that for granted, like it is natural. But a society can have other states too. Not necessarily better ones but there are options and some look more valuable than others. The capitalist society is characterised by a structure where some people are in control of many resources and a majority is only in control of their labour. That results in a structure where the majority competes on the market for labour. And since it is asymmetric, that keeps some unemployed and hardly nourished and exploited. And it keeps those in control of resources in control. That is the grand structure. The dominant rule is power through market dominance. There is also morals that keep the society from excesses. But that is also asymmetric. While the labour people are keen to keep up at least a minimal moral structure in order to make their lifestyle not more hard than necessary, those in power can afford to use morals as another commodity by which to fight among themselves and by which to enforce their own powers. That leaves enough space for crimes and shitty and shady business everywhere. As long as that structure is preserved it is a natural thing that those spaces left open are populated by people. To fight rats without cutting off the supply of waste food in the litter bins is useless. But everybody yells and demands to use ever more strong poison to kill the rats. Almost nobody wants to reduce the habitat that enables their existence.
