We have those gangs here too. The gang bosses seem to ignore their staff losses. Many a thieve died during attempted stealing the high voltage cables of electric trains. So a while ago we had a few weeks of finding dead bodies near train tracks. And that was it. They seem to lack gang members who want to do it and cannot convince them by threatening them either. You cannot threat with death when you want somebody do to deadly things. We had last year around 50 casualties and many more injured high voltage cable thieves. Among them a person with three pairs of rubber gloves stacked as protection. People have no idea what 10 -25 thousand Volts means. it is a cruel death.
