We've seen a lot of companies selling old games with DOSBox on Humble Bundle, Steam, Zoom Platform, and GOG.com. Why is it way more rare to do this with arcade/console games? Most emulators have the same license as DOSBox, and some of them even have a more permissive license, and old consoles don't require ROMs or anything of the sort.

...honestly, I'm not sure, on a business level I think there are factors that I'm not too familiar with.
