there are certainly shelters and rebuilds dotting the surface of CIRCE, but their relationship to discarded dolls is almost always more opportunistic than helpful. separated from a reliable source of power or repairs, still incapable of handling currency, most ownerless dolls represent little more than a pliable, desperate "fixer-upper" case to the interests of traveler-run operations. they get refactored or reinforced, then put back to work with a new purpose, now an asset to some corporation instead of an Apsis proper.
