(didn't notice cc was down so moving question here) are crime coeffs a thing implemented worldwide or are they currently just a yue song exclusive system?

There are similar systems operating outside of Yue Song, but not quite to the degree or scale of Yue Song. Exact locations are left vague so members can explore it in their stories.
