Would it be controversial to say that W*ro and N*uv are genderbent Cloud Retainer and Shenhe because it genuinely feels like they are atp. I genuinely didnt even see them as father and son because they only interacted on one instance when he was child but S*gewinne’s story confirmed that he has indeed been looking out for him when he was a child in prison but they only get a pass cuz yaoi.

The difference there is CR genuinely did raise Shenhe and explicitly considers Shenhe her daughter. Neuvillette doesn't treat Wrio like that, and I think, as much as I find it funny to say they're father-son coded because of how much bullshit Nvfrs have to deal with, if they genuinely were meant to be read like that, Neuvillette would've already called Wrio his son, or something close to it. Genshin isn't subtle with stuff like that.
What makes it all so funny to me is their dynamic is now, even more so then in 4.1, canonically "problematic" lol. Neuv has been gently watching over Wrio his entire life. He didn't raise Wrio and likely didn't see him in person after the trial, but Sige has been sending facebook updates for years. If you wanna ship them, you have to grapple with the fact Neuv likely knows when Wrio starting growing taller. That a lot of Neuv affection for Wrio stems from the fact he's known Wrio since he was, like, 13 lol
