yes, because they already became someone else's valentine in the beginning and their fic is already being written by that person. the person who may not get a gift is probably the valentine who got their prompt dropped by the initial claimer, but don't be too stressed about this if you got a valid reason to drop out ^^ as long as it's communicated to us, things can be arranged and everyone will still get a gift, hopefully.
