In the Famitsu translation of character designs the devs specifically mentioned looking at Rome when designing Ratio so :)
I mean, it's not that much of a stretch of the imagination, is it? Ancient Rome and Ancient Greece were very similar, since Ancient Rome took a lot of inspiration fro Ancient Greece to the point that they developed syncretism, so.
