hello~~ may I still apply if I am not 16 yet but am going to be 16 soon? And are simple backgrounds for samples allowed too?

Hello! You may apply for the zine if you are 16 by August 7th or the contributor results date. Complex backgrounds are preferred but you may submit samples with simple backgrounds. Hope this answers your question and have a nice day as well!
