For your consideration: Ikutsuki is from Inaba. Small town boy turned looney nihlist in the big city. No reason beyond him having a safehouse for Sho there lol

Lol I like it! Tho Shuji always gave me an impression he was from a big city, just by the way he carries himself. But it's cute! I love putting characters with ambiguous backgrounds into Inaba, makes it all tie together quite nicely :3
