Your imp character, Hooligan, his species are they born as imps or as they result of some magic shenanigans on regular humans who become imps?

Neither! Imps are the expression of some mysterious natural force. They don't get born and they don't die, nor are they per se eternal. They just... are. Time works differently for them.
