Not necessarily. Sometimes people are afraid of taking sides just bc they don't wanna piss anyone off (which is cowardly but I get it), but it's valid to not take a side if 1) it's a complex issue, 2) you're not as well informed on it as you could be, and/or 3) maybe you feel like it's not your place to have an opinion on it.

Better to stay on the fence than to pick a side just for the sake of picking one even tho you're not entirely convinced the evidence/arguments are solid
