I don't think Arashi has to use she/her pronouns, but it's crystal clear that she/they is not a man and has a very complicated relationship with gender. They probably don't want to commit because at the end of the day she's a yumeable character in a predominantly male cast, but the game has been dropping hints for years that Arashi doesn't want to be perceived as a man and that's not directly related to her sexuality. They are also very aware of what they are doing by insinuating their transsexuality in relation to other characters. I'm sorry but believing that Arashi is a camp gay man was only valid for a short time in (!) but they have long since changed their way of dealing with these types of topics.
if you can't foresee any way that a gay male character can have a complicated relationship with masculinity other than by not wanting to be a man (or by only being "camp" or being written as a stereotype, apparently), that's your issue. really, the type of role arashi plays (as a character), rather than "they won't commit," is one where many people should be able to relate or interpret how they want. also the way most people in english fandom fail to take jp fandom's take on it (the vast majority of which does view arashi either as a boy or as "arashi is arashi") into account is pretty weird honestly
