is there a guide on how to represent all the sounds in katakana when transcribing languages other than English?

I'm afraid I can't help you in regards to this. While Japanese has a romanization system when it comes to converting Japanese into Latin alphabet, it's very much focused on how English speakers would parse the sounds.
