What is exactly a jirai? I always see this type of fashion/person but I don't get it And Ushio what is it?

the classic jirai is, apart from the fashion bit, is often associated with like depression, drugs, smoking, unhealthy relationships with love, attachment issues, etc... ushio doesn't exactly have all of those but......we Do have ten. ushio's just a tsundere with ptsd
