I don't think I've heard the sound in real life, but I associate it with Evangelion which I first watched in the early 2000s, when I was about 13/14, so it kind of makes me feel nostalgic for back then. I would probably find it annoying in real life - at least until I got used to it.
Depends on loudness. As a soft summer symphony in the distance it supports sleep. As a brutal noise close by I hate it.
